Being entirely fair

If it is a failed continent, it's in part because the US has been fucking about the place for ages and messing it up for their own profit and political goals
There's a lot of bad shit down there, but it's at least got potential to become good with some effort. Unlike Africa or the Middle east that will always be shit, or India which needs a lot more effort

sucks for people who work night shifts or sundays when the public transport isn't fucking running but they've never worked anything other than a 9-5 weekday job in their lives so they assume that's the universal case

The problem is that they come at it with the stick approach instead of the carrot

I'd absolutely get rid of the car and save myself all the associated costs of keeping the fucking thing on the road if the public services were actually viable. Like if I've just come off a run of nights and I'm awake at three in the fucking morning and need to get my groceries in for the week, it'd be fucking stupid to lay on a regular all-night bus service for like the three guys in the entire town that would ever use it, but it'd be equally stupid to completely prevent the use of private vehicles to the point where they need to run a bus service in case someone needs to get somewhere at 3am.
Same with sunday timetables, they run a reduced timetable on those days for a fucking good economic reason, don't go pulling bullshit that makes it necessary to run a full timetable because whoops you've banned people from using their cars during the times public transit doesn't cover.

tl;dr if public transport actually covered everyone's circumstances more people would use it, but attempting to cover literally everyone's circumstances would end up being less efficient and more polluting than just letting them use their fucking cars
