implicitly supranational/foreign policy issues like a global plague are kind of the counterexample, but most of the time city councilors have a much greater ability to cause or solve daily nuisances to a given person than the president does. unfortunately there are 19,000+ cities in the united states and only one president so they get all the media / forum / social media airtime
