No no, water as a delivery vector makes no sense for microchips:
It's easier for Dale Gribbles to scrutinise and distill it
Oral delivery means that the chips have to withstand harsher conditions (acid) as opposed to blood/muscle tissue
Water gets used on lots of shit relative to the amount that you drink or even shower in - injecting means less wasted material
You get the accurate dose on everyone injected as opposed to hoping you get enough in the water.

Water makes sense for more general, especially location based poisoning.
