Some dimbulb who replaced a tire for my mom didn't tighten the lugnits properly so the wheel went flying off while we were driving and went across the road.

The legal system isn't that bad and this seems like a serious fuckup. Mechanics always tend to fuck something up whenever they work on anybody's car, but having your wheel pop off is serious neglect.
