Unless it's super easy (if people say honor 5 is too easy then imagine honor 1), it should count as code of conduct. The whole point of playing other servers and getting a reference of good conduct is because of cross-server communication, presumably. It's not that references outside of the game are invalid, it's that they're harder to verify as legit.
