You see here, goof is trying to appeal to small, but very outspoken groups as possible to gain support for his odd (and seemingly unpersonal?) agenda.
We can draw a parallel to the late American 1920's and early 1930's, and the period of the great depression, when democratic candidates often made fringe and specific promises in order to attract the eye of radical socialists and communists.
"The Voice of Action" is a communist party published newspaper and an excellent example of this phenomena.

anywho, i always treat the QM like a head anyways, so no big deal. more heads vs revs is fine with me

honestly I think the QM being the only head role that also allows non-humans creates an interesting contradiction that people can take advantage of IC. Like say you're playing as iunno a moth rights activist and you try and convince the QM to help you agitate for more non-humans in power by pointing at their position and saying something like "well we already have one head that's not human why should we be barred from all the other head positions?"

Or maybe the rest of the human command staff could look down on and belittle the QM for being the odd one out. Creating a whole host of vectors for conflict, character motives, etc.

At the very least it alludes to a world that exists outside of the station with its own conflicts playing out.
