They definitely shouldn't have said this but I think a perma OOC ban would be appropriate, along with maybe a temp serverban to get the message across. I've played with Nick in-game probably over a hundred rounds and have never heard them use bigoted language or slurs IC, so as far as IC behavior goes it seems like a safe bet that they won't run into rule 11 here.
