The whole point of the clarification included in the rule, which seemingly flew over your head at supersonic speeds, is that no word is inherently harmful - its use is what determines whether it's harmful or not.
And yet it literally does exactly that. Ligger is a slur for lizards, not for black people. Nobody uses it for black people, nor was it ever intended to be used for black people, nor would it make sense to use it in that context.
I can't tell whether you actually believe this insanity, like the Twitter people who take offence on others' behalf, or are just trying to start drama.

Words have a history behind them, you can't simply just erase that background for the sake of adding a new meaning to them. It doesn't work like that.
