It was not.
Ever since the beginning Sybil and Terry was already plagued with people like Reider.
It was never the case that non-roleplayers only appeared when Manuel was born, it was just always like this.

scriptis you dont have to devote your time to "improving" someones behavior (at the expense of everyone else on the server) my friend.......... you can just ban them from the server

I've watched him play. All the guy does is run around looking for antags to murder. All of the "roleplaying" or "interaction" is just the perceived bare minimum needed to not get banned from the server, he has no interest in it whatsoever. I did it for like 2000 hours.
