Make an events announcements system for Discord.

An opt in role for users, and a pingable role for admins to use, possibly a channel devoted to it.
"@events Hey guys nations round starting soon on Bagil!"
"@events Hey guys syndiestation later tonight on Manuel!"
etc...
I think this would give admins a chance to advertise their events in a non-intrusive way, should they choose to do so.
It would also give players a chance to join event rounds they might otherwise miss.

We would be interested in this, though it would need to be done through the bots already present on the discord server.
So if someone with both the access and the knowledge to do this wants too, we'd support it.
