Change Headmin Agreement Statement to 'Concur'

The headmin agree/uphold messages presently look like they are either approving constitutions or ratifying ban appeals, even when they're not

I believe using the word "concur" would make it clear that the other headmins are concurring with the previous headmin ruling statement listed above, rather than agreeing with the thread topic itself

Concur would sound a little more neutral and probably avoid this; plus it may sound less personal if a headmin disagrees, since they can just say "dissent" and give their opinion, instead of "disagree"

(Maybe more formal sounding also)

With so little time left in the term and responses being a matter of team style we are not interested in hearing or ruling on this.
