Because it's easier to see all of the open policy threads instead of wading through a combination of open and closed threads

When I want to see active policy threads, I don't want to see resolved ones
When I want to see resolved policy threads with rulings, I don't want to see active ones.

Alternative proposal, Closed Policy should be archived policy and separate "Active Policy" (but with a better name) subforum is created alongside it, which only shows rulings that are still active. Overruled, reclarified or fully denied policy threads can remain in the archive for record keeping sake while the active policy subforum can hold any information that might be useful. This would also be a great opportunity to discover policy rulings from years ago that might be in need of a review as times have changed.

Yeah that’s a better name

This change was implemented this term (approved unanimously), so we think it should remain for at least the remainder of this term.
