Right. Now for you history buffs you'll know what im referring to, for those who don't then its essentially a 3 seater (in SS13 terms) armored golf caddy with no roof.
The fundamental idea is that this walkspeed land carrier with some NT adjustments (a inbuilt grenade mortar, load in your own nades to prime ready for the driver to shoot, think of it like a tank crew loading shells to compliment its tank controls) can safely drop off officers into dangerous areas, it travels over water & lube tiles safely. It will soak very weak gunfire at it (indeed the det or syndicate revolver CAN shoot through a car), and you can emag or command swipe it that the safety protocols are turned off and it rolls slowly over shitters blocking your way during a riot.
- Roll in & drop off officers, officers cannot shoot from the passenger seats but can hit in melee (two on each side and one at the back, guy at the front drives)
- Vunerable to damage & explosives, officers are bunched up, good target for molotovs, only a small amount of bomb protection
- Secways are worthless aesthetics that steal away a hand slot to look like a dork
- Slowwagon, good in hallways suffers a little from being attacked on all sides, fun to attack ashwalkers with
- Repair the wagon with a welder on helpful intent
- Can also function as a police car with slots for three criminals, the seating buckles you in and you can be handcuffed in this configuration.
- Robotic module compatible for some generic upgrades.

I mean its just a carrier with a grenade dependent weapon but otherwise entirely relies on defence via its officers else the driver is just going to get mobbed & thrown off. I guess as a robotics upgrade you could swap out the mortar for a solaris cannon or mech HMG justified during a war-ops round, but in its basic form its not that overpowered and has a very basic caveat of targeting the drivers/passengers.*shoots tear gas grenades into the dissidents*

What's the hold up officer? Bring me closer so i can hit them with my sword *the HOS onboard swipes his ID against it, and unsheathes his stolen captain's rapier, meanwhile the horde is desperately trying to disarm, but are being repelled by the slow-wagons natural block defences ontop of the riot shields the officers have*
SHWING, CRACK, CRUNCH as the greyshirts start to get mowed down beneath the treads, and officers strike out on the mob with their batons.
- Suddenly a vigilante armed with a flamethrower bursts out from behind a wall and starts to torch the carrier, much screaming, the officers disembark to roll and get attacked, the HOS is then cabletied & loaded onto the carrier to be sent to execution.
People would do the same shit with a janitor cart but then they have a hand free to fire a gun.
- Security are never going to ask for a mech anyway, might as well give them a shitty, slow and impractically indefensible land carrier they can collude to upgrade.

Ok let new tell you how this will actually work. By the time it actually reaches its destination the criminals will already be gone or if they see it they'll just run away because there's no way it could catch up to them unless the officers get out to chase them in which case, why would they have gotten in in the first place? That's assuming anyone uses it which they won't because it's a lot faster just to run and you can actually shoot while running.

Fire the mortar offscreen in halls and run it into a already present mob, if nothing else you can flush them out as they run away into the surroundings and therefore away from the crime and areas of conflict, if they don't move they get even more of a hail of grenades and get whacked by officers who are going to dismount (to spread out and fire tasers) or stay on. - Its not meant for 1v1 arrest evidently, and it makes backup and chance of interception on the way back to brig with your haul of 3 criminals (two ideally put into each side with a supporting officer seated guarding the back)
- Its also something for officers to fall back on as a defensive position and slowly get the hell out of there
