No excuses Toxins scientists - Toxins bombards lavaland

Well if you can't be bothered to bring the valve bombs to lavaland (because delivery service & supply on the station is trash), the valve bombs are going to travel to you.

- The Toxins mass driver unit becomes a directed long range artillery device (when shot out it teleports after a few seconds, from the recieving end there is a glint in the sky and messages of a impending object) in which toxins bombs or any other kind of explosive must be secured before being shot out.

This works in tandem with miners dropping a beacon or otherwise a marker (or calling out co-ordinates, really depends) to the mass driver artillery piece to inform the computer targeting range computer back in science toxins where to shoot, not terribly different to a teleportation beacon only with significantly more explosions. The desired beacon will flash green when inactive, and red when it's being shot at for a visual indicator.

- The target range is removed and instead a asteroid field on another Z level with some prefixed beacons (the targeting computer breifly calls out the z level it is targeting ontop of the co-ordinates of the beacon) and a small observation station that science can ferry to, that supplies camera buoy's in space poised to watch the explosions.

So now in theory miners can co-operatively with science shoot artillery at anything they dont like and use it to clear expanses of land without hopefully blowing themselves up. The BSA as a station objective is a step up of this system as it can also shoot same level while the toxins driver cannot.
Now toxins scientists have a excuse to be working on the shift rather than constructing bombs out of all your remaining valves and going "Im done" while leaving them in toxins because you don't have access/clearence/intent or just pro-activity to drop them off at mining and not helping miners make things explode will help rat out scientists who dont effectively smuggle the explosives away rather than hoard them.

Or just give a miner the parts to build a quantum portal

Are you talking about the new teleportation pads? I see what you mean but this is a solution to a archaic problem so miners DON'T get to handle bombs but still blow things up and give toxins scientists more to do out of their current responsibilities that also include testing bombs.

- Because what's worse than a miner in a high resistance, near bomb proof ash suit who can summon near unavoidable storms with a magic wand, and you want to give them highly dangerous explosive to use at their discretion that they'll probably blow themselves up with and void the scientists job after they have made all the bombs they can. (And meta-gaming toxins complicit scientists giving bombs knowingly to traitor friend miners)

- Moonlighting bomb making miners arriving through the portal because its more efficient for miners to just make the plasma mix they know themselves after breaking into the science compound. To say they treat R&D badly enough.

Just like how real world miners rig up detonation zones, the miners rig up, talk to scientists over science channel comms (because they were given those for some reason) to load it ready and then run like hell out of the scientist's advised blast radius (since the scientist should know from testing how devastating it is)

just use a disposal/conveyor to a pad in a locked room at the science end so miners can't use it to get in
or make a one-way qpad variant that can only send, not receive

You can already do that, just link pad A to pad B but don't link B to A. Bam, it's one way only.

Scientists usually want it to be 2-way so that miners can deliver ores to an ORM in R&D directly, and miners are happy because they get their toys more easily.

Given the way materials and construction interact you'll never have a Q-Pad up before miners have brought back all of the essential materials for miner gear. The only enticement for miners after that point is guns and combat mechs which scientists will never share.
