there needs to be a thermal drill so nuke ops can get into the vault safe. the drill is placed on whatever object youre trying to get into. usually the safe. you activate it and it takes five minutes to break through. it jams at random and it takes ten seconds to unjam. oh and it always spawns on the op ship or is bought for 1 TC since it's like shitty c4

As the resident safe-cracker who routinely puts the disk in the vault during ops, this sounds good.

Make it free. Make sure that the drill works on any airlock or safe type, if you want to give it a price. The drill could be the counter for bolted airlocks or mechanical safes, which the emag cannot open.

or just make it so the safe is lead-lined and cannot have a disk inside if it's such an issue, put the lore reason as "The disk disappears to have lost signal and destroyed itself! You'll have to find it again..." being that the signal to CC is lost so it gets translocated again or something

or even better give it a month or two and see if it's as abused as you might imagine

give ops stethoscope

make safe mobile if unbolted and unwelded from floor but slow to pull around and triggers alarm if moved, possibly trackable by security while alarm active

Yeah thermal drill for cracking the safe. Why change anything else? Just ops have a drill to get into the safe. No need to break the safe from putting the disk in it. Its nice, and simple. The Safe-cracking thing is long, and tedious. Not very Nuke op to do that, But the ops defending a drill for a while seems kick ass.
