Gang without conversion
Make gangs a group antagonists (4 people per gang or so) without conversion who have as an objective to destroy the other gangs and escape alive, with the influence and equipment system of old gang.
Give gangs an item that in exchange for influence reveals the identity (or pinpoints) an enemy gang member.
Remove dominators and turrets and that other super heavy weaponry
This way the gang war will be more covert, and not neccesarily antagonistic to the crew (this will often still happen of course). I think this will lead to a more "underworld" feel for the entire gamemode.

Territory and team mechanics differentiate from traitor.

I think the major design flaw with Gang is that it requires both Sec to not go “hostiles on station time to become the fourth reich” and requires the gangs not to storm sec for their huge stockpile of generally poorly-guarded guns and armour

I know we've attempted to remove sec from gangs (Which I think went better), would we just be able to remove the hole wing too? Just like BSA it round start or remove every item there. Gangs eventually grew to this complex abomination of bad mechanics. Removing the conversion element and simplifying it (although I'd go even further), would probably work better as then they could also be integrated with regular Traitor-Ling rounds

Maybe mix in some protection objectives to represent racketeering and prevent gangs from just murderboning the entire station.

Anyway this suggestion doesn't even have conversion, so there isn't any reason for sec to go haywire on the crew with implants and shit.
