Rework To Stuns

So there's a lot of problems with stuns in the game. You get stunned once? You can effectively be stunned for as long as that person wants, provided they have the essentials to do so.
So, this proposed plan aims to fix that.
Firstly, we'll start off with the basics
Instead of just having "stunned" or "not stunned" there'll now be stunned stacks. What do stunned stacks do? Well, it's a gauge.
For everybody, by default it takes 1 point to get stunned
Hulks take half of all stun points
Upon reaching 3 stacks no more stacks can be applied
Now, the stacks ware off after 5 seconds after the most recent stun
So if I get stunned three times, any more attempted stuns will be rendered useless, and they'll have to wait 5 seconds before trying to stun me again.
By default, telescopic batons, batons and stun batons apply 1 stack, enough to perfectly stun someone.
Ranged weapons, such as a taser applies 1.5 stun, so whilst you can baton someone three times, you can only taser twice.
Flashing also applies 1 stun.
Chemicals, soap and lube do not count as stunning.

With this system, we can also introduce armours that actually make a difference other than "amount of damage you take", so you can add armours that lower the stun cap to 2 or just reduce the stun points like hulk does.

in a nutshell: no more spam stunning

if you get repeatedly stunned for 5 seconds straight and you get right back up that makes absolutely zero sense
i am working on starting the move away from pure stun based combat but this is not the right way to go.

Bring back parapen, parasting and double current values, we need them to chase this nonsense off.

Becoming helpless or otherwise losing control is an integral component in ss13 and painting stuns as the big bad when you can be rendered into a meat slurry by an explosive on the other side of a solid wall is absurd.

The solution to the perceived problem is not to double down on the perceived problem. Are you ok?

idea for a stamina system to change stuns
  • you have a maximum of around 200 or so stamina, and items now deal stamina damage (sharp items would do less stamina damage, blunt items would do more)
  • you restore 10 stamina per second/tick by default, which can increased or decreased this with drugs
  • each target-able limb has a multiplier for stamina damage (hitting someone in the leg would do very little but attacking their groin would do a lot more)
  • each of the main 6 limbs adds to your pool of stamina, and taking damage to that limb will lower your max stamina (200 max stamina with a healthy body but your arm is now red so now you only have 165 max stamina)
  • repeated hits to a limb would do less and less stamina damage per hit, and armor protects from stamina damage
  • you no longer get slowed because your stamina is low, stamina slowdown would just be moved to a slowdown effect
  • getting hit while you have 25 or less stamina will immediately K/O you until you reach 75 stamina again
  • you can go into the negatives, hitting -75 will knock you out until your stamina reaches 100, but ranged weapons will bring you past 0
  • if you've been KO'd, you will not take stamina damage as long as you are in the negatives
  • hard cap of -100 so that you don't get thrown into -3200 or something ridiculous
i came up with this in five minutes but it'd probably be extremely difficult and unrewarding to code
