Move ATVs (biker gang kit) into the main cargo catalog.

They're a really neat vehicle thats super useful for cargo techs, bitchin to ride around in, awesome for miners, really fun on big stations (delta), and probably my favorite orderable thing in the catalog.

They can provide exciting transportation without introducing issues like crashing or running people over but they never get ordered because people are too lazy or dont know how to rig the console. I just think it might be cool to legalize them for awhile and see how things go.
