This was an idea on the old forums, never actually got implemented.

Clown gets an uplink in his PDA when he's not traitor that lets him get stupid bullshit, ie banana bombs or super horns.

It's probably too much work to code this especially when you could just add a clown toys crate to cargo or just make the clown start with these toys in his backpack. Also, I don't see any real way to troll security with that fake uplink which means there's no reason to implement that in the first place.
