Give the QM a Cargo ID terminal which can add/remove cargo/maint access to IDs.

he can actually do ID changes on the go if he's not a brainlet. unless the HoP is a turboshitter it's not really a problem. it seems to me more like the problem is on your end, i.e. you see that the hopline is closed and give up.
