New melee traitor item: Spetsnaz Manual

This could be introduced into the game in a different way than a traitor item (e.g. HoS knows it on spawn, or surgery or an implant could teach you it), the main point is to introduce a new melee combat style into the game. For obvious reasons this would be incompatible with other melee stuff like the Martial Arts Scroll.

Spetsnaz, because (in my opinion as a IRL Krav Maga practioner) the two are similar in many ways and it includes maiming techniques. Shamelessly stolen from Bay, rewritten below to improve readability.

Rather than requiring a specific chain of different intents like CQC does, Spetsnaz instead requires you to aggressively or neck grab someone before choosing any type of melee maneuveur to do.

Whilst victim is being Aggressively Grabbed:
- Headbutting [Harm Intent, Target: Head] Causes 20 damage to victim and 10 damage to assailant
- Pinning [Disarm Intent. Target: Any] Pins victims to the ground
- Blinding [Any Intent, Target: Eyes] Victim can't see
- Muzzling [Any Intent, Target: Mouth] Victim can't speak

Whilst victim is being Neck Grabbed:
- Jointlocking [Grab Intent, Target: Limbs] Causes stamina damage
- Jointbreaking [Harm Intent, Target: Limbs] Dislocates the limb, brute damage
- Eyesquishing [Harm Intent, Target: Eyes] Causes eye damage
- Knifing [be holding a knife, Target: Head] Brute and suffocation damage

Each and any of these moves could be reworked or rebalanced, the point here is that it makes a great template melee system that's unique enough to warrant inclusion.
