Techfabs and protolathes

It seems that they cannot be made through the circuit imprinter. Not even the departmental ones. I think this is kinda stupid, let's say that a traitor or someone destroys your medical or engineering techfab. Now you must order these things that they build from cargo instead of just rebuilding the fabricator. I don't like that there are departmental techfabs and protolathes, but if that's it i think it would be acceptable for the circuit imprinter to make at least their respective circuits.

There's spare in the department head lockers.

There's no issue with occasionally having to order something from cargo, I don't understand the complaint here.
Oh, I Think I understand, you can't order the boards or construct them.
Just add the boards as orderable from cargo, id locked to the appropriate head.
That seems like a nice way to avoid the issue.
