Fix Prisoner Latejoin already

As seen here: https://github.com/tgstation/tgstation/issues/50416. The fact that prisoners can latejoin is not an bug but rather an feature. But it clearly makes no sense that crew whose entire job is to be stuck in the permabrig arrive via the public shuttle.

The logical and simple fix would be to simply switch off the prisoner latejoin feature, but if maintainers are unwilling to do that for whatever reason, at least make them spawn in the permabrig.

Checked the log for the round

Its as I thought, not a bug.
