Drugs rework idea, tolerance.

Inspired by rim worlds drug system, https://rimworldwiki.com/wiki/Drugs, you can now build up a tolerance to drugs. For gameplay purposes, this should probably only apply to drugs and other nieche chems (maybe posions) instead of all/most chemicals (you could get away with it on some, but it wouldn't make sense for things like acid or synthflesh).
Tolerance is measured on a scale from 0%-95%, and is tied to your liver. Your tolerance towards a certain drug increases as you take it, and decreases under the effects of chemicals, or liver transplant. Chemicals can't cause your Tolerance to go down while the related drug is in your system to avoid making one pill mixes without side effects. Tolerance alters the drugs effect on you. Drugs work as normal at 0% tolerance, and have there effects multiplied inversely by how much tolerance you have build up (example: 5% tolerance = 95% drug efficiency, 20% tolerance = 80% efficiency, 95% tolerance = 5% efficiency.) This effects both negative and positive aspects of the drug. For drugs that don't have numeric benefits, it is instead purged from your system faster based on your tolerance.

Additional thoughts/ideas:
Make tolerance related to classes of drugs rather than individual drugs (stimulants. ect)
Make it impossible to gain an addiction if you are bellow a certain tolerance. As opposed to the old system of addiction at a chemical threshold, and the new system of possibly being addicted by any amount, this model more thematically depicts how addiction stems from continued drug use.
Make it possible to go to 100% tolerance when you hit it something spectacularly bad happens (maybe related to the chem)
