Space Law rework (for MRP only)

Clean up space law and make it policy on MRP only. Create a new Head of Staff called "Judge" who's sole purpose is hearing trials and authorizing "re-education". Make security prove in court that the person they caught was committing the crime. During red alert, martial law is declared, and sec doesn't need trials to incarcerate, but its expected that an actual emergency should be happening for the station to be on red alert. This might give admins a bit more work but overall I think this would greatly benefit the game.

For lawyers: They actually have a real reason to exist and can't just be completely ignored by sec in all situations.
For detective: Makes him actually getting evidence and interviewing eyewitnesses much more important.
For sec players: When the shift is slow, they have stuff to do by appearing in court for the one greytider they arrest. When the shift is fast, they can red alert to go back to old sec expirence, also makes red alert scary for antags because they know they're not obligated to a trial anymore.
For the new role judge: I think theres enough people that enjoy Trial RP to fill the judge slot consistently on medium pop or high pop. I'll let you guys decide if judge should have a chance to be antag or not.
For antags: Having a trial and trying to argue your innocence in front of a judge should be some fun rp, even after you lose.

The biggest challenge for this tbh is making the judges office idk how to map or code so good luck with that.

As for space law, most things should be time in brig as usual or permabrig for eotc. I think it would be fun for sec to have an objective to bring as many antags alive to centcom on the shuttle as possible, though hard to contain antags should of course still be executed. This is intended to fix the issue with lawyer where 99% of the time they have nothing meaningful to do, and to add more content for round start sec if the antags suck and get caught 30 minutes in (90% of rounds).

Actual trials, as they've classically been done on TG are cumbersome, slow, and bomb magnets. You would have to establish a summary legal queue system that would accelerate the process to have any hope of trials becoming more than a rarity.

Thankfully the bomb magnet part would be mitigated somewhat if this were limited to MRP as bombing the trial for funzies without regard for objectives would certainly count as murderbone.

That much is accurate but you're still stuck on security's wild ride over a parking ticket if the warden really wants to make the process into the punishment.
