Move the Sheetmeister from the advanced engi node

HRF, welding gasmask, RCD & RPD, magboots, forcefield projector... and "a very sheety machine", all on the same tech node, which is uncommonly selected these days.
Besides turning camera obscura pictures into hauntium(doesn't store it safely, like the autolathe), it is only used for making silly little meat blocks.
It is a harmless gimmick machine. It's even available from the service lathe.
I think putting it on a more accessible node, like BioTech would be reasonable.
