RCD needs a bit of rework

So one round i am a Traitor AI. One fucking traitor decides that he's going to literally ruin every ones fun and report every single one of us as the "Owl". Anyway, the owl broke into the core with the RCD with literally no trouble what so ever. He just broke down doors, broke down walls, and constructed a turret proof tunnel right to my core. There is literally no way i could defend against that. I'm not usually the one to say "Too OP nerf now pls", but there needs to be some balance here. He literally waltzed right in the my core with no trouble what so ever.

What are ways that we can prevent this, but not make it impossible entirely? I'm thinking reduce the amount of actions that can be performed in a certain time, maybe reduce the ammo a bit?

I already handled this for Malf, but I have no solution for Traitor/Subverted AIs. Perhaps there may not be.
