Research data for examined items [PR]

PR: https://github.com/tgstation/-tg-station/pull/12217

What it does:
Research scanning allows anyone wearing an enabled device (Science Goggles, RD Hardsuit Helm, perhaps some others such as a pAI) to see additional data on an item by examining it.

Upon examine, users would see the origin techs of an item, its reliability rating, and if the item has critically failed. Adding to this system, certain items may be given fluff text which further explains what an item is or does, or even its current state.

For machines, examining them may reveal what components they have, to tell if an item may need an upgrade. Additional fluff text can be added here, as well.

It is mostly for easy judging of the reliability and worth of an item to Science, or the in the case of power cells, know if they have broken down and would fail to charge. (This happens with cells which have been hit with EMP or built from the protolathe.)

I also want to add a little about mineral composition. I.E. what you would get if you salvaged it. Nothing in the game currently tells you that that, and no one bothers trying because of it.

recycle values depend on the upgrade level of the recycler

Yes, I am thinking it shows the materials, but not the amounts.

Didn't reliability get removed? Otherwise A+

Reliability is still a thing. Responses to this idea have been positive or neutral, so I think I am going to start work on it!

agreed, i've never seen anyone use these aside from rp purposes (and that was literally one time). what do they actually DO?

They're a simpsons reference, aren't they? Radioactive man gets put into a river of radioactive goop and yells "My eyes! The goggles, they do nothing!"

Could it also be added to the science goggles/RD hardsuit the ability to exam slime cores to see what injections do what reactions? Just a thought.

Literally the only reason science goggles exist is because Lasty asked me to add purple eyewear of some sort.

And yes, they used to have a description of "nothing" because I gave them to chemists and eyewear didnt block acid at the time.

Is that not handled by the slime scanner?

Is it? I dunno, I never really used the scanner except on alive slimes to check which one had the highest mutation chance. I'll check when I get home this afternoon, and if it does then disregard that.
