Seeds, which are like Replica Pod Seeds. But instead of just cloning the person regularly, it clones them as a pod person, who has to make sure that more pod people are produced(?). This gives some preferences to Botanist, but public botany makes it so anyone could use it
This idea needs some refinement, but the basic idea is Malevolent body snatchers, as well as an antagonist who has an incentive to bring more people back into the round.

The only "problem" would be that the plant people would have an incentive to just kill people, then inject their blood into body snatcher seeds.

You could make it that replica pods have a chance to mutate and cause body snatchers but have it only tell the person being regrown.
