blob keepalive packets and time to live

Blob cores and nodes should transmit blob keep-alive packets. when a blob bit gets a packet it checks if its the most recent packet +/- 1 to account for potential lag. it then checks its last received packet to see if this is new and if it is retransmits it to its orthogonal neighbors. this would also allow differentiating between different blobs using an blob id in the packet. Blobs that miss packets for 20 seconds(probably about 4 packets so the lag isn't obnoxious) start to decay. I think this would improve blob.
