Security communication prompts

Poor communication from security is a pretty terrible, awful thing for all parties involved. It's not fun to play security when officers go solo vigilante and ignore questions like "why is this person set to arrest?" or "should I release this person from the brig?" on the radio. It's not fun to be a prisoner when officers brig you without telling you or anyone else in security why you're being imprisoned. Security not communicating is shit and makes an already frustrating role even more frustrating.

I'd like to propose two small changes to improve things:
  1. Setting someone to arrest should bring up a "Reason for arrest:" prompt. Whatever you type gets announced over the security radio channel and the text gets copied into the employee's security notes. The name of the officer is included in these messages.
  2. Setting the cell timer or using the gulag teleporter should bring up a "Prisoner name and reason for incarceration:" prompt. Whatever you type gets announced to the prisoner and over the security radio channel. The message gets announced again when the cell timer expires. The name of the officer and the duration of imprisonment is included in these messages.
An option to not announce these messages over the radio should exist, but it should not be the default.

I miss being able to overhear adjacent radios so I could tell what security was saying about me.

Probably when some tator got busted for having a syndikey and walked too close to a sec officer and got valid'd.

Syndikeys shouldn't be broadcasting that, they're meant to be silent.

You can still hear other channels if youre on the same tile as someone who can hear them.
