Mafia: Gang replacement (as suggested by many) [Updated]

Goofball came up with this idea originally, so yeah. Credit goes to him. A bunch of people have been talking about something to this effect but nobody's bothered to compile it into a thread so here we go:
- A certain number of crew spawn as mafia members at roundstart. Perhaps 10% of the crew. Could possibly have a bias to be from the same department.
- Unlike other group antags, there is a distinct power structure. Each mafia has a Godfather, underboss, and soldiers.
- Godfathers gain access to a mafia-themed equipment uplink, which they may use to distribute equipment to the family as they see fit.
- The godfather's uplink starts with only a small amount of TC. Racketeering provides you with more points.
- Crew cannot be converted into mafia. However, a limited crew members may become associates by using an item spawned by the uplink. Associates are considered neutral, not antagonists. They can procure supplies, sabotage the crew, and steal items for the mafia, but they are not allowed to kill. Alternatively, they can snitch to security at the risk of being hunted down by the mafia. Under space law, they are treated like common greytiders.
- The entire family has several shared objectives. Similar to a traitor objective, but generally a bit more grandiose and destructive. Examples include releasing the engine, destroying the R&D server, assassinating an entire department, etc.
