I'd play a few rounds.
You could have everything function on auto timers based off of brig timers. At round start, the prisoners are let out into the public areas-- the mess hall, library, holodeck, etc. After 25 minutes of game time, an alarm sounds and everyone has five minutes to get back to their cells for a lockdown. The security team has to scan every prisoner to confirm they're present for count. If anyone is missing, then the public halls and prisoner bunk areas get put on lockdown and a manhunt begins.
Some people would have simple objectives-- make a shiv, get x amount of space drugs, steal a simple item, which they have to have on them at the time of the station transfer-- (shuttle lands at centcomm)-- to succeed.
Some, would be legit antags. Syndicate operatives, revolutionaries, gang leaders. They'd have TC to use, like real traitors.
Operatives could have a kill objective, be it another prisoner, an officer, etc, or they could have a recruit objective (convert x many people, ensure they have syndicate uplinks on their person at the end of the round), or could be after a specific object.
Revs would obviously be a convert and take over the prison objective.
Gangs would be like our gangs now.
I really like this idea.
You could also have specific prison jobs-- like working in the kitchen, maintenance (low-tier engineering, fixing things/janitorial), and gardening (botany). Prisoners would be obligated to do these jobs or face penalties (losing out of cell time).
