You're basically describing a flavor of FTL13 where it's a station and there's only one planet

I am guessing he means that PVE fundamentally misunderstands the point of SS13, but our admins and players have both expressed

1) An aversion to grey tide or murdersprees

2) An aversion to empty extended rounds

And if players can't handle being killed by other players, but still wants violence, that leaves PVE to fill the gap
