Well they can probably hit the British Isles, so the BBC is right about that. The latest tests had a very high and steep trajectory which means the rocket could go very far in a regular ballistic trajectory, it was estimated as far as Washington D.C. and Europe. So the Hawaiian Islands are definitely in range. They obviously can't test the rockets on a >10,000 km horizontal distance (because all the overflown countries would shit their pants) so they shoot them high up and use math magic to get the results.

I don't think they would hit Washington or Europe anyway, the west coast is the most likely target for a retaliation in case of US invasion. I'm not saying I personally support this, I'm saying it's a plausible reasoning. Keep in mind that the next census is scheduled for 2020 and the subsequent congressional apportionment and redistricting won't be effected in time for the elections, meaning that California will still grant 55 votes regardless of actual population. Hell, I wouldn't be surprised if missile defense systems at Vanderberg "failed" to intercept warheads inbound to LA or San Francisco. After all, intercepting ICBMs is hard, you know?
