It's locked and hasn't been updated since 2015. I think a to-do list could be useful, but as it stands the current woefully outdated sticky is just sitting there without accomplishing much. What do you think should be done, ladies and gentlemen?

Making a new sticky is probably the best option, since so many new things have been added/changed. It will be far easier for people to get a bearing on exactly what needs to be worked on if we have a fresh start.
