The whole point of the clarification included in the rule, which seemingly flew over your head at supersonic speeds, is that no word is inherently harmful - its use is what determines whether it's harmful or not.

There is only two uses I can think for saying the N word: reference and racism. And if you're arguing that all words have a subjective meaning, let me tell you you're just fucking wrong. Words have a history behind them, you can't simply just erase that background for the sake of adding a new meaning to them. It doesn't work like that.
