MI13 Secret Agent Fugitive Hunters: Feedback

These fugitive hunters were added in this patch: https://github.com/tgstation/tgstation/pull/84144

The fugitive gamemode is fairly rare and MI13 is one of six possible choices, so I haven't actually seen them roll ingame yet. Anyone who has played in a round where these guys rolled, I want your feedback. In particular, I want to know the following:

1. Are they viable? This hunter team is weaker than the others (except maybe psyker), but are they *too* weak?
2. Are players engaging with the stealth elements? Are they tracking down fugitives based on radio chatter and their camera consoles, or are they patrolling the station in a similar manner to the other bounty hunters? It's not a big problem if they're forgoing stealth and just going in with guns blazing (part of player freedom is that they can do this if they're not bothered about having no armor and nothing stronger than a makarov), but if this aspect isn't being engaged with at all that's a problem.
3. Do they interact well with the station's security and antagonists? They're syndicate agents which by default makes them an enemy of security, but they're not on a mission to sabotage NT so they're kind of in a grey area. The idea is that they won't usually work directly with security, but their tools will allow them to steal intel from security and sometimes mislead them. Their access to the syndicate radio channel gives them a way to stealthily contact some traitors so hopefully we get interesting tactics from that.
4. Is their loot commonly being stolen and distributed among non-antag crew? I don't think antagonists mugging them for gear is a problem, but if the microbombs aren't enough to stop security routinely getting syndicate headsets then that is a problem. The headsets are what I'm mostly worried about here, not too concerned about makarovs getting jacked.
5. Does the flavour work in game? These guys are James Bond mixed with cartoon FBI clichés, if that doesn't come across in game something's gone wrong.
6. Is the food truck gimmick being used? I actually don't expect this to happen very often but I'll be pleasantly surprised if it is.
7. The randomisation of the gear these guys get - is it keeping the game interesting or is it just frustrating? If you got boned by particularly bad gear rolls post them here.

Any input is appreciated no matter how shallow.
