technically his power is absolute but he divvies it up to us out of his good grace and for the most part stays away from being too authoritarian except for when necessity or extreme personal desire calls for it (which is not often), much like the abrahamic god with which he also shares a beard. if you wanted to usurp him you'd need to learn how to manage server hosting and then ask him nicely, or just make a new server because you're SoL otherwise.
also i think he's mentioned before that he has set up Bob Dobbington to succeed him should he ever unexpectedly keel over, so you could hypothetically commit identity theft against Bob and then assassinate MSO.

Tldr he technically can do anything server wise but isn't a jackass so very, very rarely flexes that power, he has no control over code since that's not at all tied to the server (though he has some influence in that oranges usually sides with him on technical issues) and replacing him is probably not going to happen because he hasn't really shown any willingness to quit and very few people have issues with him

Also I feel like this is interestingly timed given his post in the swastika guy's thread
