Job refactor: how to implement the modifications?
There is a PR that recently changed the departments of Assistants, and Prisoners.
"Assistants and prisoners are no longer included in the service department. [...] I opted for making them simply have no department assigned."
Should we:
- remove them from the Service section and into a new "Unassigned" line,
- keep them in Service to avoid a two-role category,
- or convert Service into a "Civilian" category?
