I think I like the idea of really high threat/pop rounds generating a second Heretic so we sometimes get the cool interactions between them, but I don't think it should be common.

Admins have historically been permitted to temporarily mute OOC players for being disruptive. I would classify "ordering another player to leave the server while spamming 5 lines in a row in OOC" as disruptive.
