I can't always seem to get the incinerator to ignite simply using the igniter already installed, I usually have to chuck in a welder or something to get it going.

Random on the spot suggestion. Maint is currently the only real place to hide from radiation storms, so it obviously has some kind of shielding / interference. How about Maint blocks radio chat (Other than stuff like syndicate headsets) unless you're by an open airlock into another area or something...
