I'd overlay a rain/snow image over the screen like the white fading screen when you are crit or mind breaker. You'd have to track which areas are "outside", use the Entered()/Exited() proc to apply or remove the overlay and have some sort of way of controlling weather.

I think it would be cool if the whole system was revamped. I was thinking there could be an actual blue space dimension(so on the centcom layer with everything else).
