The separation of codebase and server is kinda absolute, we shouldn't be adding stuff that codifies the rules of the admin team this strictly, especially when those rules could in theory be changed by not us.

Trit reaction needs plasma, fusion reaction needs trit and h2 from h2o from trit fires or plasma fires, the complex and fun bit of atmos is locked behind having plasma.

You can in fact fix a plasma flood if you're fast enough, so it's not an insta loose either.
