It could have something like the wizard's Repulse spell, so that the monster has to be caught from outside the repulse range, or you risk being thrown into a wall, which means you have to do it in a somewhat open area, which again increases the chance of being caught. I think that it shouldn't have a time limit, but rather, the captain has to fill out a reason why he wants the nuke to be armed, and treat it like the communications array (I:E: Open season on people who mess around with it)
