Judging from comments on the discord and by the poll linked by Capsandi it seems a lot of the sound levels are imbalanced. A lot of the complaints are due to loudness. I think either replacing some of the sounds or running them through reaper/audacity to stop them clipping might be an idea. Noise re...

It can remain a normal dragon.
It can also become a frost dragon/plasma dragon/radiation dragon/physical dragon/banana dragon etc.

Can you explain why (I don't know much about coding or BYOND). Is it that the WAV/MP3 is too loud? Is the sound effect not editable (i.e can we not just export the file and alter it)? Or is there another reason?

I think a mentor button is a good idea. Maybe allow several regular/volunteer players and admins on each server to have access to the chat, so it doesn't disrupt OOC and can be used for answering questions that don't directly need an admin.
Also if admins are offline, regular players can help?

Lower the false report chance by about 1-3% , that way 'most' reports are accurate. Don't announce greenshifts as being greenshifts (i.e being threat free) - put greenshifts in a low security threat category. Then let HOP/Cap buy the data later for more accurate results. And yeah low could include greenshift, without telling anyone it's a greenshift.

I agree that threat is broken and I also agree that Greenshift announcements are a bad thing. The nature of the game is creeping paranoia.
Having zero threat gets old quickly. As does 'here have another dragon + blob + shadowling'.

Maybe we need more antags or events similar to rods/meteors etc.

I think personally the dynamic scaling on Manuel needs 'fixing' and Sec need a bit more leniency from the admins.
