It's debatable if this would apply to that rule or not. It's also not good to entirely dismiss something because it conflicts with a rule. The rules page isn't the bible, they aren't perfect or always right and what's good for the game. Hence why this subforum exists.

I think he's been a bit inactive, connection count is relatively low. But if he's been a game admin before in the past, then he's already proven himself capable. I don't really see an issue in promoting him, but it wouldn't hurt to be a little more active in the discord.
