Mining is actually less effective now than it's ever been, and I'm talking all the way back to baymining with the smelter, not just goof's T4s. Ash storms constantly putting a dead halt onto mining activities means it takes even longer just to get resources for basic upgrades.

Floor tiles have two uses. Flooring/Fixing breaches and ghetto throwing stars. Scrapping tiles together for metal would be more labor intensive then actually going out to the mine and getting 25+ ore to do what ever autism you need it for. The policy as I understand it is that you are responsible for AI/Cyborgs actions if they are done as a direct result of your laws. If this means the AI is forced (or encouraged) to start killing the crew in order to comply with it's new laws, then you'd be considered self antagging and likely bannne...
