Making loyalty implants less useful would almost definitely just increase the amount of executions by security.

Add a flashlight hardware thing.
Replace PDAs with really sucky tablets that only have space for a single program.
Add more hardware restrictions to programs.

Another (partial?) solution could be putting the Reactive Armor on the blacklist for the teleporter/hand-tele. Because a RD can take the Reactive Armor and hand tele for extreme powergaming.

I actually believe that defile straight up removes the blessing from tiles, even if it doesn't pull up a floor tile. I say this because when I played revenant I had a particularly determined chaplain. Using Defile in blocked hallways would free them up even in places where the floor tiles were still...

If anyone could do a sprite for the Automated Announcement System, I'd appreciate it. I don't even know what it'd look like, but the gist is that it's a minor 'machine' that announces various things over the radio.

Maaybe something similar to an existing TComms machine?

I don't really post, but what about replacing the AI with subroutines instead of having both (also keeping the canned phrases)? The roles would still be useful to both AI (as in fun/utility) and crew, yet make it easier for antagonists to play as they have multiple (probably incoordinated) segmented...
