Something I think everyone has missed is a willingness to be an admin candidate.

When it comes to whether they can be candidated, timezones, previous notes and bans come into play. If they pass that, then it's just a matter of willingness to learn. Nothing more, nothing less.

Blanket rule enforcement ensures that all servers are filled.

Not just that but maintaining two sets of rule enforcement is hard to keep up with for players and admins both, especially if one server fills up and you're forced to play on the other server.
